EDUCATION Sector
Kasese District Local Government officially released PLE results on 21
st January 2020 at multipurpose hall after the official release by the Ministry of Education and Sports (MoES) on 17
th January 2020.
The district registered
12780 Candidates
(5982 males (47%) and 6798 females (53%)) including KaseseMunicipality as compared
to 12,326 candidates (
5768 males (
46%) and
6558 females (
54%) in 2018.
The main district not including the municipality got 629 (6.1%) candidates in division 1 including 378 Males and 251 females, 5431 (53%) were in Division II including 2712 males and 2719 females, 2150 were in division III including 857 males and 1293 females, 1349 candidates were in Division IV including 551 males and 798 females, 535 candidates came in division U including 213 males and 322 females, 241 candidates were in X including 109 males and 132 females.
There was a remarkable performance improvement in the PLE results for 2019 as compared to 2018, Kasese district emerged the 85
th out of 162 districts and the overall performance of girls was better than boys.

Comment on Performance of UPE / USE schools
- Weak due to low morale of teachers over low Salary
- Lack of effective teacher supervision by Head Teachers
- Lack of routine inspection. This is attributed to inadequate transport means for School inspectors
- Lack of self-Motivated Teachers and learners
- Misconception of Universalization concept (Free education) by Parents and guardians

Reasons
- Lack of Midday meals for pupils that would enable them push for more hours
- Petty trading, Most pupils are very occupied with small business that limit them from completing
- Inadequate furniture Visa Vis High pupil enrolment rate
- Inadequate friendly services at most Primary schools for example segregated Toilet stances
- Teacher pupil ratio is 1:52 Vs 1:49 as per Policy
Challenges in UPE
- Low school Facility Grant Visa Vis high demand due to poor state of Parents
- Inadequate facilitation for special needs Education i.e Gadgets
- Lack of meals for pupils (Breakfast and lunch)
